What is HAZWOPER?

Occupational Safety and Health Administration (OSHA) established the Hazardous Waste Operation Emergency Response (HAZWOPER) program to ensure the safety and security of employees working on construction sides who encounter hazardous waste or work in emergency response situations to follow the law made by Superfund Amendments and Reauthorization Act (SARA) of 1986. Development of the HAZWOPER Standard

Key Elements of the HAZWOPER Standard

  • Site Analysis – The occupational site should go through the pre-work inspection and analysis to identify the presence of any hazards that exist before and may cause harm if the work begins. 
  • Medical Surveillance – Employees should go through the proper before and after-employment medical surveillance. Moreover, employees who are working in a hazardous environment must undergo medical checks periodically and in a respiratory risky environment they are supposed to wear respiratory protective equipment.
  • Hierarchy of Controls – There is a specific order of safety measures that each and every employee should follow, elimination, substitution, engineering controls, administrative controls, work practice Controls, and then the use of personal protective equipment.
  • Air Monitoring –Similar to the on-side inspection Air monitoring is also necessary and should be conducted thrice once before starting the work, during the work, and after the activities to ensure a workplace healthy air environment to reduce the chance of workplace safety.
  • Decontamination Procedures –Moreover, the standard includes keeping the record in documentation, especially while using personal protective equipment or hazardous materials 
  • Emergency Response Plans –workers should get the training to react properly and adequately in emergencies (emergency response) to ensure workplace safety.  
  • Informational Programs – employees should be given informational documents such as safety data sheets and other health care plans. Additionally, the meetings should be done in order to keep the employees updated.
  • Employee Training –The most important element of the HAZWOPER standard is to provide the employees with adequate training to recognize hazards, fulfill workplace practices, do thorough inspections and documentation, get trained to deal with emergency response actions, and effectively use personal protective equipment,

HAZWOPER Training Requirements:

As mentioned above the training is considered to be the essential element in the HAZWOPER standards. Thus, each employee is obligated to get the training. However, the training programs do depend on the level of education, job roles, and exposure to the threat. OSHA declared that there are 18 training programs that are divided into three categories;

  • Section (E) Training –This training program is developed for the general site workers who work in the hazardous waste sites, these workers get exposure to the hazardous waste materials. 
  • Section (P) Training –This training is essential for the employees working in hazardous waste operations that are regulated by the Resource Conservation and Recovery Act (RCRA) and the employees who are working with TSD facilities. 
  • Section (Q) Training –This training is given to the first respondent who manages the incidents even if not present on the incident side.

How Do You Become HAZWOPER Certified?

HAZWOPER certification is mandatory to show that the employee has reliable training. These certifications can be obtained by enrolling in training programs which are given by National Environmental Trainers (NET). There are the following course levels that depend on the job requirements. 

  • 40-Hour HAZWOPER Training – this is required for the newly hired workers at the waste sites to make sure that they are dealing with hazardous situations and promoting safety. 
  • 24-Hour HAZWOPER Training – this is required for the visitors of the site to maintain a healthy environment and be aware of the hazardous situations. Hence, they will wear protective equipment and save themselves from a risk. 
  • 8-Hour HAZWOPER Refresher Training – Required for the employees who have completed their 40- and 24-hour training to maintain certification.
